This article examines the substantive and organizational foundations of the transformation of the Russian higher education system. The main goal of the reform is to align the higher education system with the actual needs of the labor market. Flexible study periods will allow universities to provide higher-quality and more specialized training. Students will have the opportunity to develop flexible educational trajectories using individualized curricula. Business participation in the development of standards and the integration of universities and enterprises will help address the actual needs of the labor market.
